DHSE for strict enforcement on qualifications

The future of a few hundred students who were pinning their hopes on the State Council for Open and Lifelong Education-Kerala (Scole-Kerala) for a second chance at finishing school education hangs in the balance, courtesy an order of the Directorate of Higher Secondary Education (DHSE).

The DHSE apparently had pressed for strict enforcement on qualifications and other stipulations for students who had failed to pass Class 11 under boards other than the State.

Order details

The order, learnt to have been issued earlier, said that only students with ‘promoted transfer certificate (TC)’ should be allowed to enrol for class 12 at Scole-Kerala.

This had put the future of many students in jeopardy as the CBSE and CISCE (which conducts ISC examinations) issue TCs for students who have failed Class 11 with detained mentioned on it.

Scole-Kerala strongly protested against the DHSE order, saying that for students to get higher secondary Class 12 open registration, they had to pass the improvement examinations conducted by the DHSE, and thus there was no need for ‘promoted TC.’

The students are not required to appear for improvement in subjects they had passed, and can then study in class 12 under Scole.

Talks held

When contacted, Scole Kerala executive director K.M. Khaleel said talks were held a couple of days ago with General Education Secretary A. Shajahan and representatives of the DHSE and it was agreed that the ‘promoted TC’ would not be insisted upon.

“The issue is expected to be solved in a couple of days, once a fresh order is received. An open system is aimed at bringing students who failed class 11 into the mainstream. They are not be marginalised,” he said.
