Emery has been eyeing a deal for the 17-year-old, whom he gave his first-team Paris Saint-Germain debut before leaving the club.
Recent reports suggested Arsenal made an approach for Adli and would have to pay a small amount of compensation to thrash out a deal.
The Gunners clinched their first signing of the Emery era when they landed Juventus defender Stephan Lichtsteiner, subject to the completion of regulatory processes.
And now according to French news outlet RMC Sport, Arsenal have snapped up Adli.

The report suggests Adli has penned a three-year deal with the option of staying for a further two years.
However, Arsenal or PSG are yet to formally confirm the move.
Once Adli turns 18 next month, that is when an announcement will supposedly be made.
It had been hoped that Adli would sign professional terms with PSG, but Emery looks to have sealed a deal.
The Spaniard is believed to have a £50million budget, but his first two deals barely makes a dent into that.
