The England legend has been heavily linked with a move to MLS outfit DC United in recent weeks.
And Rooney has agreed a deal in principle with the American outfit.
However, the Toffees are hopeful the 32-year-old will stay at the club and see out the final year of his contract.
But Silva admits no decision has been made on Rooney's future just yet.
"Rooney is a club legend and we need to understand everything," he told reporters on Monday.

The door is open every time for him.
"The door is open every time for him."
Everton's new director of football Marcel Brands joined Silva at his press conference this afternoon.
And the Dutchman said it remained a "possibility" that Rooney could still leave the club before returning as a coach.
"We will talk with him," he claimed.

"If this is a move he wants then I hope he will return when he is finished there as he is still a legend in this club.
"At PSV Eindhoven I always hoped to use the legends in the club."
Silva admitted he wants to bring 'big names' to Goodison Park this summer.
The Portuguese coach left Watford halfway through the season, with the Hornets blaming Everton's public pursuit of the 40-year-old as the main reason behind the club's slump in form.
