Employee regularisation policy

Haryana Chief Minister Manohar Lal on Sunday said that the State Government would file an appeal in the Supreme Court against the verdict of the Punjab and Haryana High Court quashing regularisation of the employees by the previous Congress Government, and shall try its best to protect the interests of the employees.

The Chief Minister while speaking to mediapersons in Rohtak, said the State Government had strongly pleaded the regularisation policies in the High Court but the court cancelled them due to some shortcomings  under which the employees were regularized. “We do not want the recruitments to be cancelled”, he added.

The Punjab and Haryana High Court had recently set aside the “employee regularisation policy” whereby the previous State Government had regularised the services of more than 20,000 contractual employees. The previous Congress government led by Bhupinder Singh Hooda had issued three notifications in 2014, three months before the Assembly polls, and regularised contractual and ad-hoc employees.

After the HC order on regularization policy, the Chief Minister Manohar Lal had blamed his Congress’ predecessor Bhupinder Singh Hooda for framing such policies which had been quashed in the court.

On the other hand, the Congress had criticized the BJP led Haryana Government for not defending the policies in the Court.

Over the issue, the employees’ unions in Haryana had announced statewide Jail Bharo Andolan on June 28 if the State Government fails to resolve the issues of thousands of contractual and ad hoc employees affected due to HC orders.

Meanwhile, on the recruitments done by his government, Manohar Lal said that more than 24,000 recruitments had been done in Haryana in a transparent manner.  Some old gangs have been found cheating innocent people to make money. As many as eight persons have been arrested and they are being questioned, said he.

Since aspirants double the number of vacancies, are generally called for interview, only half of them are expected to get jobs. But this gang used to trap these people and demand money from them.  The government has exposed the members of this gang as we would not tolerate any such malpractices in the state, said the Chief Minister.

Referring to the recruitment being made in the state, he said the people are satisfied with the functioning of the government.

As many as 24,500 candidates have joined on various posts without encountering any difficulty in recruitment. Still recruitment to 13,000 posts is pending due to stay orders, he said.

There are 54,000 posts are to be filled. Apart from this, 38,000 posts are to be filled by the Haryana Staff Selection Commission. About one lakh people would be recruited in government in the near future, he added.
