Uttar Pradesh By-election Result 2018 Live Updates | The ruling Bharatiya Janta Party faces another set back as Samajwadi Party (SP) candidate Naeem Ul Hasan wins Noorpur by 6,211 votes. On the other hand, SP-RLD joint candidate Tabassum Hassan is set to win the crucial Lok Sabha seat of Kairana. The saffron party has suffered defeat fourth time this year, ahead of 2019 Lok Sabha elections. Earlier this year, BJP had lost the Gorakhpur and Phulpur seats, held by chief minister Yogi Adityanath and deputy chief minister Keshav Prasad Maurya respectively. The bypoll was necessitated because of the demise of BJP MP Hukum Singh, who died in February due to prolonged illness. Since BJP had won this seat in 2014, the seat was important for the ruling party as it would have boost the morale of the party. However, after the fourth setback this year, the saffron party will have to chalk its roadmap ahead of the general elections. Interestingly, if Tabassum Hassan wins Kairana, she will be the lone Muslim representative from UP in Lok Sabha as in 2014 Lok Sabha polls no Muslim candidate won from UP. Kairana Trends After 18th Round | BJP candidate Mriganka Singh is trailing SP-RLD’s Tabassum Hasan by nearly 33,631 votes after 18 round of counting. The results are being seen as an indication of the ruling BJP’s popularity against opposition unity. The Kairana seat fell vacant after the death of BJP MP Hukum Singh, whose daughter Mriganka Singh is now the party candidate. She is fighting Rashtriya Lok Dal's Tabassum Hasan, who is also supported by the Congress, the Samajwadi Party and the Bahujan Samaj Party.
Addressing a public meeting in Shamli in support of BJP candidate Mriganka Singh, the chief minister had earlier said, “Polarisation is already done. I know. On one side, there are people who flared up riots in Muzaffarnagar and western Uttar Pradesh. Youths like Sachin and Gaurav were brutally murdered and they along with others were implicated. Then no other party spoke out. Only BJP workers raised their voice. Workers like Suresh Rana (now UP minister) and Sanjeev Balyan (former Union minister) were booked, Hukum Singh (former Kairana MP) was stopped from getting justice for people.” According to Indian Express, UP CM had made the statement four days before the bypoll in Kairana Lok Sabha constituency.

Kairana and Riots | As Kairana is a communally sensitive constituency, top political leaders traders traded barbs over the 2013 Muzaffarnagar riots ahead of the counting of votes. Uttar Pradesh Chief Minister Yogi Adityanath said his predecessor Akhilesh Yadav's hands were stained with the blood of victims of the riots. "The SP chief doesn't have the courage to come here and campaign. His hands are stained with the blood of Muzaffarnagar riot victims," he had said in a meeting at Ambheta in Saharanpur district. The chief minister's reference was to the Hindu-Muslim riots in adjoining Muzaffarnagar district in 2013, when several Muslim families fled their homes. In 2016, there was communal tension in Shamli district's Kairana block with allegations that the threatened Hindus were leaving their homes. Attacking the SP government, which was in power then, Adityanath said, "During the previous government, there were no jobs for the youngsters and only a specific community got jobs." "We have adopted the practice of taking people from every caste and religion along with us," he had said.
When it came to the Kairana Lok Sabha bypoll this year, which was necessitated by the death of Hukum Singh in February, the SP and RLD had to pick a candidate acceptable to all.

Noorpur Assembly By Election | Samajwadi Party is leading by 10,208 votes after 20th round of counting. In Noorpur, the BJP has fielded Avani Singh, wife of deceased MLA Lokendra Chauhan, as its candidate, while the SP has given ticket to Naeemul Hasan. According to the Election Commission, there are 16.09 lakh voters in Kairana - 8.73 lakh male voters and 7.36 lakh female voters. Noorpur Assembly constituency has 3.06 lakh voters.

How Sugarcane Farmers Can Make or Mar a Party's Future | The main issue for Shamli farmers in Kairana Byelections — necessitated by the death of BJP Member of Parliament Hukum Singh — is sugarcane. According to a report in The Indian Express, Kairana constituency has six sugar mills: four private (the Shamli factory of Sir Shadi Lal Enterprises, Rana Sugars’ factory in Unn, Bajaj Hindusthan’s in Thana Bhawan and Uttam Sugar’s in Shermau) and two cooperative (in Sarsawa and Nanauta). In the current 2017-18 season (October-September), the six mills have, as on May 18, bought sugarcane worth Rs 1,778.49 crore at the UP government’s State Advised Price (SAP) of Rs 315-325 per quintal. Of this, they were to pay Rs 1,695.25 crore within 14 days of purchase, but have so far disbursed just Rs 888.03 crore. That translates into Rs 807.22 crore in arrears – for a single constituency.

For long, sugarcane farmers in the region are burdened with non-payment by sugar mills. Kairana is being seen as a popularity test for the ruling BJP in the electorally crucial state of UP. PM Modi's Addresses to Sugarcane Farmers | Prime Minister Narendra Modi had ought to allay tensions in Uttar Pradesh’s Baghpat, a day after a sugarcane farmer died while protesting the non-payment of dues. Addressing supporters after inaugurating the Eastern Peripheral Expressway, Modi said his government was looking into the problems of sugarcane farmers. “I want to assure all sugarcane farmers here that the government is sensitive towards their issues and is working to resolve all the problems,” the PM said. Hours after his statement, former Uttar Pradesh Chief Minister Akhilesh Yadav slammed PM Modi, saying that the sugarcane farmers will not get their dues by holding roadshows. “People of Baghpat, Binor, Meerut, Shamli and Muzaffarnagar know how much payment of farmers is still due with the government. Road show won’t give farmers their due payment. Also, the inauguration which BJP is boasting was done only after Supreme Court's directives and that too, only nine kilometeres of the entire expressway is being inaugurated,” he said.

Days Before Kairana Elections, Sugarcane Farmer Protested Against State Government | Days before the Kairana By elections, the sugarcane issue had started raging in the area. Merely 30km away from Baghpat, Baraut town had been witnessing farmers’ protests. A 58-year-old farmer, Udayveer Singh, died while sitting on a dharna with 50 other farmers. Within hours, the protesting farmers gathered in huge numbers at the tehsil office. The protesters alleged that the BJP government had promised clearance of their dues within 14 days of coming to power in the state, but nothing was done even after a year. Instead, the power tariff was hiked twice, they said. The district administration claimed that the farmer could have died due to cardiac arrest. However, Udayveer Singh's family lodged an FIR on Saturday evening, stating that he suffered an ‘unnatural death’.
