Transcript for Secretary of state holds press conference on North Korea meetings
It up remember when. As you know in addition to my meeting with the vice chairman Kim control. We have teams in Singapore and at the DMZ working whether North Korean counterparts. To prepare for president Europe and chairman Kim's expected summit in Singapore. Through these series of meetings. I'm confident we're moving in the right direction. Today vice chairman Kim and I discussed our countries can come together and take advantage of the unique opportunity. That our two leaders have created through their visions of the future that they have so clearly articulated. Vice chairman can control is now planning to travel to Washington to deliver a personal letter. From chairman Kim Jong. The proposed summit offers a historic opening for president trumpet chairman Kim to boldly lead the United States and DP RK. Into a new era of peace prosperity. And security. Our two countries face a pivotal moment in our relationship in which a could be nothing short of tragic to let this opportunity got a ways. In my conversations. With chairman Kim Jong gonna Pyongyang. At today with vice chairman Kim young troll. I've been very clear the president drop in the United States objective. Is very consistent and well. The complete. Verifiable and irreversible denuclearization. Of the Korean Peninsula. Present troubles also made it clear that Kim Jung and the nuclear there's a brighter path for North Korea. We envision a strong connected and secure prosperous North Korea the maintains its cultural heritage. But as integrated into the community of nations. We think that working together the people the United States and North Korea can create a future defined by our friendship and collaboration. Not by mistrust and fear and threats. We sincerely hope the chairman Kim Jong-un shares this positive vision for the future. With spoke both leaders to end of the summit in Singapore but proceeds. With their eyes wide open with a clear understanding of the possibilities for the future. If these talks are successful it will truly be historic. It will take bold leadership from chairman Kim Jon U if we are able to seize this once and a lifetime opportunity. To change the course. For the world. Preston trump and I believe chairman Kim is the kind of leader who can make those kinds of decisions. And that the coming weeks and months. We will have the opportunity to test whether or not this is the case. Happy to take a couple questions. Our first question and one question each please goes to nick waters from Bloomberg nick go ahead. Thanks mr. secretary last night State Department told us that. The US would be looking for a historic commitment. From North Korea before. The summit would go ahead. Today you ended talks. With unions shall early can you talk about why you did that did you get the commitment you sought. And do the US and North Korea now agree on what denuclearization would mean. So. Akamai we've waited on the talks early. We've we've had. A set series items that we want to make sure we covered. Topics which would make sure that the we were clear on the terms of what our expectations were and there occasions and return of us we achieved that. This is a difficult. Typical challenge. Make no mistake about it there remains a great deal of work to do. And we made progress here as well as at the same time made progress in the other venues the conversations were taking place. We had all the time we needed today. To make the progress that was achievable during our. Type in your city. Our next question goes to court on the Wall Street Journal. I. Sir are following up on that. Senior our State Department official same person spoke to us last night also indicated that the United States hopes to persuade. A North Korea that its security doesn't depend on. Our need for the weapons you've now had three meetings with them spent some hours with them. Do you feel that you've been successful yet. In doing that covers the difficult and settling is this issue the reason where president trump is now. Talking about the possibility of having two or three summits and not just trying to break the back of these issues and a single meeting. Yeah isn't that fact but make no mistake about it a president from this administration completely understands how hard this problem. There is a long history where North Korea has viewed its nuclear program is providing the security that it needed for the regime. That effort now is to come to a set of understandings which convince the north Koreans of what president for office that. If we're able to achieve it if that north Koreans are prepared in fact two. If we convinced convince them of that that in fact there security is greater. That in fact the real threat to their security is the continued holding on to of that nuclear wait nuclear weapons program. And not congress without lots of conversations around the true test of course comes when we actually achieve this. But many conversations have been had about how we might perceive what that hat might be forward so that we can achieve both the denuclearization. Of the world that demands. Of North Korea. And the security assurances that would be required for them to allow us to achieve that. Annex one a Martha Raddatz from ABC news. Secretary Pompeo you call it a proposed summit. Will we find out whether it's a go tomorrow. And and also you looked the vice chairman in the eyes you have been with him in the room. What accounted for the progress this has been such a roller coaster ride to settle was off. We've gone from fire and fury to this or talk about what accounted for the change and do you worry that you could still change back. It. So marked by I have had a chance to meet German congenital twice and now. Can control three times have spend a great deal time with each of them. I believe they are contemplating a path forward they can make a strategic ship one that their country has not been prepared to make war. This will obviously be their decision I'll have to make up to choose as I just spoke about the have to choose a path that is fundamentally different than the one. That the country has proceeded on for decades. It should not be to anyone surprised that there will be moments. Along the way. That this won't be straightforward that they'll be. Things that look hard and times it appears there's a roadblock and sometimes hurt perhaps even perceived as insurmountable. Our mission is incredibly clerk. It is to continue to push for the president's directly to push forward to test the proposition that we can achieve that outcome. So I know everyone's following this minute by minute hour by hour this is going to be. It process. That will take days and weeks to work our way through there will be tough moments there will be difficult times I've had some difficult conversations with them as well. They've given a right back to me to. There is that they were decades to this challenge and so 11 not out to be either surprised. Or frightened or deterred. By moments where it looks like there are challenges difficult things the campers bridged our mission is to bridge them so that we can achieve this story. On the proposed summit will we know tomorrow whether they will actually use them don't know it the end of that. And our I don't question goes to Adam Shapiro without Fox News. Let me just that Martha while we wait a minute tomorrow I will tape. Which we've made real progress in the last. 72 hours towards setting the conditions. Right so your question really goes to what what are the conditions. The conditions are putting president trump and chairman Kim Jong-un a place where we think there can be real progress made. By the to of the meeting it does no good if we're in a place where we don't think there's real opportunity to place them together. We've made real progress towards that the last 72 hours. And Adam Vioxx is here. It. States. Both South Korea are eight. To rape her for Chinese influence in theory as part of the oh. US military that things. I'm not gonna talk about today nor any time during the negotiations about the elements of what. That shape of the agreement looks like that's those are those are things that ought to be held. So that the leaders have all the freedom they need to make the right decision so with respect to the drought and is obviously did the issue knocking out I'm not gonna speak to that today. What I can say is this. Secretary of state now for thirty odd days I think. There is no daylight between the South Koreans the Japanese in the United States with respect to our approach. How we resolve this issue with respect to North Korea and I've spoken to my counterparts there. Spoken to. Moon there that we we understand their concerns. We understand the risks that could be posed to that and an agreement that we reach will provide. Out an outcome that each of those countries can sign onto it while it is. And there. Chinese or move all around the world today let's be clear the risk of that is real everywhere not just in this particular space we're keenly aware of it. And I'm I am confident that the things we're talking about with respect to North Korea. Will not enhance the risk of that any significant degree we wouldn't do that to the South Koreans and the Japanese two of our most important allies in the region. Thank you make grandma. Secretary of state Mike Pompeo just wrapping up a press conference. Wrapping up a press conference there. After his meeting today with Kim young soul I'm joined now by Justin Fisher oh he's in. Washington DC's new provide a little inside forest Justin. You heard it there yourself what jumps out to you. Yet Zachary I think it's worth reminding people that this meeting in itself is somewhat historic can control is the most senior North Korean official to come to the United States. For negotiations in eighteen years and we didn't get along newsletter that from secretary of state Mike Pompeo he said he's now calling this an expected summit. We still don't know as Martha pressing on it is going to be a June 12 summit but he's now this was until now a canceled summit remember the president. And in grand fashion canceling that summit for all to see. But that actually ironically set off appeal a flurry of activity. And now things are seeming to get back on track that's what Pompeo is saying he's saying. That after his meeting today they're confident they're moving in the right direction. He also said that its North Korean envoy will come down to Washington DC tomorrow to lot deliver a letter to the White House from. Kim Jung won so that. We don't know what's in that letter the president talked about that letter a little bit as well. There is some op possibility that that letter could hold the key to whether or not this son goes on as planned. On June 12. Yeah absolutely you know there's been a lot of talk talk about this on again off again meeting from those of us in the media but. As he said there will be some difficult times and he also went on to say. This will be a process it seems on many levels like their prepared to. Be in this in march forward as long as things are at least moving in the right direction. Right he said that there were there was progress through the conversations he also said it very frank and difficult. Conversations and you can imagine why they're trying to agree on. Denuclearization. Of the peninsula. By June 12 essentially let that's what they said anyway that the White House wants I think where they're at now is. They want to make sure bet that before they get the president all the way to Singapore they have something that both the leaders can agree on. And typically you map those things out ahead of time so as to not create some sort of diplomatic disaster on the scene. So they're trying to figure out what it's going to be that they're going to say. And the pitch from the president is quite simple. It it is that. The regime. Will be protected. And you will be rich the regime will be rich if you come into the real world and sort of and and the big cats though it's you have to give up the only security blanket you know which is your nuclear weapons so that's the pitch. The question is what are they going to be able to come together on. On June 12 I think there's a lot of skepticism that. Some grand and final deal could be made by that point. It's just. It's it's almost a lot the process I mean things are really moving forward here in a way that you know. None of us have have seen before he talks about he hears their future excuse me a future defined. By friendship and at the same time there is a history did just shrouded end in -- trusted didn't it would be a complete. About face for these two. Government. That's right there's there's look there's been deals in the past that haven't gone well on and that's the big question this time around. Are you going to get a deal that everybody's going to stick to you and Pompeo has said it here he said look we're coming into this thing eyes wide open. Om and I think they're very wary of getting into. A situation where they're I mean look the publicity. Which is going to be out of control when they if and when they meet in Singapore this is going to be a very high profile. Historic summit there's been talk of a Nobel Peace Prize for the present if it does go down. On what they want to avoid is history repeating itself where they end but making too much. Of the deal itself which you would be doing if you had the two presidents meet at the top so. They want to there there of their wary I think in and Pompeo is saying where were eyes wide open are wary of making a deal and then having it fall apart. And getting egg on the face more last. That's who we just an official for us in Washington DC we're now gonna go to. Martha Raddatz she's here in New York City she was just at that press conference with. Secretary of state Mike Pompeo. Marked what's your general sentiment to take away your there. Well I have to tell you secretary Pompeo seemed very confident it yet and yet and we keep saying this again and again eyes wide open there were no definitive statements about what is going to happen. Puppet and the fact that they want something to happen before they agree on going in to that summit. You heard him talked and talked to me after a question about keeps saying its proposed some of what we know. Whether it's an actual summit and and in fact when I was thinking about Matt question is will we know that tomorrow. Is that letter saying yes we knew we'd like to start this summit again please let's have a silent. But secretary Pompeo said. I don't know. I do think they will stand by the fact they have to have something coming out of that summit they have to have. Some thing they have agreed on before they go in there an order to. Have that any sort of success story FAS senior State Department official briefed last night. Saying they wanted some sort of historic commitment you heard that from the press conference. What that press can't go out what that commitment would be we just don't know at this point. But secretary Pompeo was very firm on saying it must be about denuclearization. How that is defined from the North Korean side. That is what we're waiting to see they have said again and again that it is security they care about. And the way they think they are securing their nation right now he's through nuclear weapons so what the United States would have to do. Is convince them they are still secure even if they didn't have nuclear weapons. You mentioned that that questions yes. Mr. Pompeo they're trying to. Nail down whether this proposed some of what happened or not we have that can be good at it now please. I believe they are contemplating a path forward they can make a strategic ship won that their country has not been prepared to make war. This will obviously be their decision I'll have to make that crafted shoes as I just spoke about the have to choose a path that is fundamentally different than the one. That the country has proceeded on for decades. It should not be to anyone surprised that there will be moments. Along the way. That this won't be straightforward that they'll be. Things that look hard and times it appears there's a roadblock and sometimes part perhaps even perceived as insurmountable. Our mission is incredibly color it is to continue to push for the president is directly to push forward to test the proposition that we can achieve that outcome. Martha how do you convince Kim Jung on end this regime that there. Personal security is. You know they're safe communities is good when they're such level of mistrust between these two countries. Well I think that's exactly what the United States has a challenge here to do. To convince them of that I think part of convincing them. That they are safer without nuclear weapons is to convince them. They aren't safe went from your weapons that the United States and others will keep pushing them. To give up those nuclear weapons you also heard secretary Pompeo used the word. North Koreans are contemplating. This. And therein lies the key. We do not know how strongly they feel about it that we don't really know what they want in return I can saw the scene to. From last night's dinner secretary Pompeo was in there with can no actual. He showed the delegation beautiful view of New York City made a big point of saying. Having Americans be fit other words look everybody you could have this to you could have prosperous nation. I am struck that's satellite photo we've seen again and again of north and South Korea in the dark. In darkness all of North Korea's diversity except for Pyongyang. All of South Korea is went up so this we can't forget it's also about the economic situation North Korea which is quite dire its place. Absolutely thank you so much Martha for your time have great that can pass. There you have it we just heard from Martha Raddatz in just and fair show regarding this this meeting today between secretary of state Mike Pompeo and Kim. Young soul we were told it stick was on the menu they had a chat. That and some according to some reports ended early but we heard from secretary of state Pompeo that it ended Dexia on time the conversation was. More about it touching on particular topics and not miss Julie. Tied to time that's the latest from here on ABC news lives. Now have a great day.
