The Brazilian has singed a long-term contract at the club and will cost £43.7m.
Liverpool announced the deal on Monday evening but reports have emerged suggesting Arsenal were also in for the player.
Sky Sports claim Arsenal failed with a late offer to land the 24-year-old from under the noses of the Anfield club.
Express Sport understands Liverpool were working on the deal to sign Fabinho for 12 months.

They - along with Arsenal - had tried to sign his Monaco team-mate Thomas Lemar last summer but were rebuffed by the Ligue 1 club.
Arsenal are yet to sign any new players after appointing Unai Emery as Arsene Wenger’s successor last week.
Discussing his transfer to Anfield on Monday night, Fabinho said: “I am really excited about this move.
“This is something that I always wanted – this is a giant of a team. The infrastructures of the club look exceptional.

“I will try to create my own history at this football club. Hopefully, on a personal level, I’m able to win titles with this club.
“I will try to grow and learn and improve myself, and to be part of the club’s history.”
