Rape in public: NHRC asks M’giri SP for report

The National Human Rights has sought an action taken report from the Malkangiri district Superintendent within six weeks regarding the rape of a tribal woman on the road on August 9, 2017 and the video of the incident going viral on social media.

Rights activist and lawyer Radhakanta Tripathy had alleged that on August 9, a man Adma Madkami raped a tribal woman on roadside near MV-84 village in Malkangiri district and the incident came to light after video of the same went viral in social media.

The tribal woman was returning from market and fell unconscious on the roadside and Madkami committed the crime in full public glare.

No compensation has been paid to the victim and the video’s circulation stopped by the Government machinery, he further alleged, seeking compensation for the victim and action against the wrongdoer.

On notice, a report was received from the SP Malkangiri forwarding the report of the Malkangiri police station IIC. It is stated that the accused Adma Madkami of village under the Bafawada PS in Sukuma district of Chhattisgarh had sexually assaulted the victim Laxmi Padiami.

At that time in spite of objections of the passersby he did not pay any heed. One Baikuntha Basu along with Deepak Biswas of village MV-84 had also strongly opposed but when he did not listen Baikuntha video-graphed the incident as token of proof.

Based on the report of Investigating Officer Brundabati Tandi , a case was registered and the accused was forwarded to court. Similarly, a case under the IT Act was registered for the video going viral on social media and investigations on both the cases are still on.

However, the Commission has sought the latest status report on the case and it be informed if she is a tribal woman, why SC, ST(PoA) Act was not added and whether compensation under the act has been paid to her.
