Proposal to change existing zonal system draws concern

Employees welcome creation of more zones but oppose proposed merger

The proposal to bring about a change in the existing zonal system by increasing the number of zones, merging Nizamabad with Basar zone and Kamareddy with Rajanna zone despite they being a part of the erstwhile undivided district and in the sixth zone hitherto has caused a serious concern among government employees and also general people.

Employees are worried about their seniority of service and the general public on the nativity of their children. The employees feel that if their zone is disturbed the prospects for promotion and moving to Hyderabad city on promotion in future would get affected.

In the proposed Basar zone, which comprised Nizamabad, Adilabad, Nirmal and Jagityal, except Nizamabad all others were in fifth zone. Similarly, Kamareddy, which was part of Nizamabad earlier will come into Rajanna zone which would then comprise Kamareddy, Sidhipet, Karimnagar, Siricilla and Medak. So, barring Kamareddy and Medak all other are in fifth zone. Employees and unions have welcomed the creation of more zones in the erstwhile district but are opposed to the merger of Nizamabad in Basar zone and Kamareddy in Rajanna zone. “Instead, we want to have Indur as a separate zone with Nizamabad, Kamareddy, Medak and Siddipet. We don’t mind even if Sangareddy is merged in it,” says A. Kishan, TNGOs’ Association district president.

Besides, the Indur zone can also be made a multi zone-II by merging Nirmal in it, he says, and adds that this would protect the seniority of employees, their promotional prospects, Presidential Rule and also prospects of employees moving to Hyderabad on gaining seniority. It will also safeguard the nativity of children. If the proposed zonal system comes into effect employees cannot get an opportunity to work in Hyderabad zone until they get zonal post, said Kishan.

Employees are of the opinion that if their children pursued studies either in Nizamabad or Kamareddy and if both the districts are in one zone they will not face the nativity issue. If that is not the case and children studied in Hyderabad for quality education they will face problem of nativity in the altered system, they said. In the wake of the developments, parents demand the implementation of nativity in accordance with the Mulki rules, based on the birth of their grandparents or parents.
