Nagpur: Within two days of accepting the recommendations of the Chandrikapure report, the Nagpur University has charge sheeted Central India Institute of Mass Communication (CIIMC) college to start the process of disaffiliation and freezing admissions for the current academic year for all its courses.
Importantly, the NU has appealed to the college’s nearly 300 students to approach the deputy registrar along with their previous year’s mark lists for shifting them to other affiliated colleges within 15 days. Those awaiting results have been asked to do so after its declaration.
Registrar Puran Meshram said the exact number of students enrolled at CIIMC is not known. “CIIMC director Sunil Mishra had not submitted forms of many students so there is no proper record in the university,” he said.
The registrar added that the university will issue advertisement in newspapers asking failure cases, ex-students and current students of CIIMC to immediately approach the college section with their latest mark lists.
Earlier on January 15, it had come to fore that 296 students were enrolled for the 2016-17 batches of different courses at CIIMC. The students had moved the Nagpur bench of Bombay High Court after they were prohibited from appearing in the winter examination last year as the State Department of Social Justice and Special Assistance failed to release their scholarship amount before the deadline. Later, the NU had obliged to hold special exam for them on the court’s directives.
Asked about shifting of so many students, Meshram said the university will make is compulsory through its order to accommodate them.
In its detailed order, the NU has also mentioned that the CIIMC didn’t have a single teacher, officiating principal and non-teaching staff to look after students. The institute offered eight courses and as per norms it was necessary to have 24 full-time teachers. The NU had issued a NOC for appointment in 2014-15.
Later, after Mishra moved the high court, the NU issued a notification making the requirement of teachers to a minimum of 50%. However, the institute failed to comply with this norm too.
Also, the continuation of affiliation for 2018-19 was granted to CIIMC on the condition that it would be filling up vacant posts. Since the institute didn’t have staff no one was authorized to clear documents like admission forms, exam forms and scholarship application resulting in academic and financial loss to students, the order issued by NU on Thursday read.
Keeping the continued non-compliances, the institute attracted action for its disaffiliation and the students would be accommodated in other affiliated colleges, the order stated.
