Indore: DAVV denies affiliation to seven BEd colleges


Indore: Devi Ahilya Vishwavidyalaya (DAVV) on Tuesday denied affiliation to seven out of 67 BEd colleges stating that they were not having recognition from National Council for Teacher Education (NCTE) whereas one college closed down. This year, the number of BEd colleges has come down from 67 to 59.

A proposal for approving affiliation to BEd colleges under DAVV was placed at standing committee meeting on Wednesday. Director of College Development Council at DAVV Sumant Katiyal said total 67 colleges running BEd courses function under the jurisdiction of DAVV of which six have been derecognised by NCTE whereas one submitted application for discontinuation of affiliation.

The committee was informed that one college did not have affiliation for session 2017-18 so it could not be considered for affiliation for session 2018-19. On the recommendation of Council, the standing committee approved affiliation to 59 out of 67 BEd colleges and directed the university to send the list to Department of Higher Education (DHE) as soon as possible so that they could participate in admission counselling.


The approval for affiliation was given without inspection at the colleges. As per the rulebook, pre-affiliation inspections are conducted at the colleges to establish whether norms are met by the colleges. Based on the inspection reports, affiliations are granted to the colleges.

But the affiliations were granted to the BEd colleges for session 2018-19 without following the due procedure. It was because the university has already violated the deadline set by the Supreme Court for deciding affiliation and it did not want any further delay due to inspection process.

May 10 was deadline for award of affiliation to BEd colleges but the university missed it. When Free Press published a new report of it last week, the university immediately called a meeting of standing committee and approved affiliation to colleges without carrying out mandatory inspections.

When contacted, Katiyal stated that it was not new affiliation but renewal of affiliation so approval was given without inspection exercise.

Recognition of three colleges restored

NCTE had derecognised as many as 10 colleges under the DAVV. However, the recognition of three of the 10 colleges Dr Zakir Hussain College and Yogeshwar College was restored. “Recognition of the colleges, which have met NCTE norms was restored. As the recognition was restored, we also approved their names for affiliation,” said Katiyal.

He said Royal College of Education, which was derecognised by the NCTE had applied for closure of the college so it was disaffiliated. Imperial college had recognition from NCTE but it was not given recognition as it failed to comply with necessary norms. The college also did not have affiliation for session 2017-18.
