Voters around Isabella County will have several proposals to consider on the August Primary ballot including township, school and county-wide questions.

Among new money requests, Coleman Schools is asking district voters in Isabella and Midland Counties to approve a $2.2 million bond request to remodel, rebuild and refurbish aging buildings and classrooms.

Several county proposals are renewal requests to fund services, including the parks and recreation millage and the Chippewa River District Library funding.

Here are the remaining issues set to be on August ballots:

Isabella County Parks and recreation Millage renewal

For the purpose of operating, maintaining and improving the Isabella County Parks and Recreation Commission parks and programs as provided by PA 261 of 1965, shall the previously voted increase on the Constitutional limitation upon the total amount of taxes which may be assessed in one (1) year upon all property within the County of Isabella, Michigan, be continued and renewed at up to 0.3500 of one (1) mill, ($0.35 per $1,000 of Taxable Value), for a period of six (6) years, 2018-2023, inclusive?

If approved and levied in full, this millage will raise an estimated $571,914 for the Isabella County Parks and Recreation Commission parks and programs in the first calendar year of the levy, based upon taxable value. In accordance with State law, a small portion of the millage may also be disbursed to the Downtown Development Authorities of the City of Mt. Pleasant and Union Township; the Tax Increment Finance Authority of the City of Mt. Pleasant; and the Brownfield Redevelopment Authority of the City of Mt. Pleasant.

Chippewa River District Library

Only the following townships: CHIPPEWA, DEERFIELD, DENVER, FREMONT, ISABELLA, LINCOLN, CITY (1-7), NOTTAWA, UNION (1-3), VERNON AND WISE

Library Millage Proposal

Shall the Chippewa River District Library, County of Isabella, Michigan, renew its previously voted millage under Article IX, Sec. 6 of the Michigan Constitution in an amount of up to 1.75 mills ($1.75 per $1,000 of taxable value) within the Chippewa River District Library District for a period of twenty (20) years, 2019 through 2038, inclusive, for the purpose of providing funds for operating and equipping a library and for all District Library purposes authorized by law, which would raise an estimated $2,084,315 in 2019? A portion of the revenue may be required to be distributed to the City of Mt. Pleasant Downtown Development Authority, Tax Increment Financing Authorities, Brownfield Redevelopment Authority, and Local Development Finance Authority, and the Union Township Downtown Development Authorities.

SCHOOL PROPOSALS

COLEMAN COMMUNITY SCHOOLS BONDING PROPOSAL

Shall Coleman Community Schools, Midland and Isabella Counties, Michigan, borrow the sum of not to exceed Two Million Two Hundred Ten Thousand Dollars and issue its general obligation unlimited tax bonds therefor, for the purpose of:

remodeling, furnishing and refurnishing, and equipping and re-equipping school facilities, including the high school and elementary school buildings; acquiring and installing instructional technology, instructional technology equipment and security equipment for school buildings; erecting, furnishing and equipping additions to school facilities; purchasing school buses; and acquiring, preparing, developing and improving sites?

SHEPHERD PUBLIC SCHOOLS

OPERATING MILLAGE PROPOSAL

This proposal will allow the school district to levy the statutory rate of not to exceed 18 mills on all property, except principal residence and other property exempted by law, required for the school district to receive its revenue per pupil foundation allowance.

Shall the limitation on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in Shepherd Public Schools, Isabella, Gratiot and Midland Counties, Michigan, be increased by 4 mills ($4.00 on each $1,000 of taxable valuation) for a period of 5 years, 2018 to 2022, inclusive, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and levied in 2018 is approximately $65,700 (this millage is to restore millage lost as a result of the reduction required by the Michigan Constitution of 1963 and will be levied only to the extent necessary to restore that reduction)?

MIDLAND COUNTY EDUCATIONAL SERVICE AGENCY

REGIONAL ENHANCEMENT MILLAGE RENEWAL PROPOSAL

This proposal will allow the intermediate school district to continue to levy regional enhancement millage that will expire with the 2018 levy. Pursuant to state law, the revenue raised by the proposed millage will be collected by the intermediate school district and distributed to the constituent districts of the intermediate school district based on pupil membership count.

Shall the limitation on the amount of taxes which may be assessed against all property in Midland County Educational Service Agency, Michigan, be renewed by 1.5 mills ($1.50 on each $1,000 of taxable valuation) for a period of 5 years, 2019 to 2023, inclusive, to provide operating funds to enhance other state and local funding for constituent district operating purposes; the estimate of the revenue the intermediate school district will collect if the millage is approved and levied in 2019 is approximately $4,800,000, which funds are expected to be disbursed as required by statute to Bullock Creek School District, Coleman Community Schools, Meridian Public Schools, Midland Public Schools, Academic and Career Education Academy, The Midland Academy, Windover High School, and Midland County Educational Service Agency?
