Arappor Iyakkam launches campaign for Lokayukta

Model Bill circulated for government’s consideration

The Arappor Iyakkam, a non-governmental organisation, on Saturday announced that it would be launching a campaign demanding the formation of an independent Lokayukta in Tamil Nadu.

The Supreme Court had, in April, directed the State government to form a Lokayukta by July 10. Arappor Iyakkam is circulating a model Lokayukta Bill it drafted in March 2016 for the State government’s consideration.

The organisation said that it would resort to protests if the government did not form the body. “Arappor will approach and meet all political parties, public-minded organisations and the State Law Ministry to seek support for demanding public consultation on the draft Bill and a strong Lokayukta with some non-negotiable features. The body should enjoy independence in terms of its function, funds and recruitment,” said Jayaram Venkatesan, Convenor.

The NGO wants the existing Department of Vigilance and Anti-Corruption to report to the independent Lokayukta, forming the investigative wing of the Lokayukta. It is also demanding that a selection committee comprising the Leader of the Opposition and three judges of the High Court. Arappor also wants the Lokayukta to be able to investigate corrupt acts by any public servant, from the Chief Minister to the local councillor, without any sanction or permission from any authority.

“It is feared that the government will introduce a toothless Bill. It is critical, therefore, that the Tamilnadu government submits the draft Bill for public consultation and feedback. The feedback should be taken into account to create a strong Lokayukta,” said Mr. Venkatesan.
