Tax assessment during building permission stage in ULBs

4,292 property tax revision petitions are pending for resolution

Telangana State Property Tax Board will come out with a provisional property tax assessment at the time of issue of online building permission based on the construction area and information captured from online application.

The current online building permission system will then issue proceedings for the provisional assessment of property and this can be brought into effect after completion of construction or occupation.

This was decided by the six-member board which met last month under the chairmanship of Director of Municipal Administration T.K. Sreedevi. The board had also resolved to assess new buildings or improvements made to the existing buildings within 30 days from the date of completion of construction or occupation.

Revenue staff of Urban Local Bodies (ULBs) concerned have been directed to prepare a monthly list of all such assessments of properties and submit to the municipal commissioners concerned. The commissioners, in turn, should bring the properties into the tax net without delay.

Regional directors of the department have been asked to obtain all the monthly lists of the newly assessed properties from the urban local bodies and update the same on the e-suvidha online module and submit a report to the PT Board. The list should have details like the kind of construction, owner’s name, date of completion, name of the current occupant and if there is any change in the usage of building from residential to commercial.

Regional directors and the municipal commissioners have been told to correct 50% variations noticed during the satellite property mapping taken up in the 72 ULBs making use of the National Remote Sensing Centre (NRSC)’s Bhuvan portal within this month.

Noting that the collection of property tax from the government properties was on the lower side, senior officials were tasked to collect the information - department wise and ULBs wise - for submission to the government for budgetary provision. With regard to the 4,292 revision petitions filed on property tax and pending resolution, the municipal commissioners are supposed to review the cases every Saturday for updation during the video conference on Mondays.

Aadhaar numbers are also to be captured for property assessments in all ULBs. Additional Director P. Anuradha, Regional Director D. John Samson, Deputy Director T.S.V.N. Thrilleshwar Rao, legal advisor Anil Kumar and e-suvidha project manager K. Ram Mohan participated in the meeting.
