Indore: DAVV violates Supreme Court’s deadline on affiliation to BEd colleges


Indore: Inviting trouble for itself, Devi Ahilya Vishwavidyalaya (DAVV) ignored a deadline set by Supreme Court for grant of affiliation to colleges offering BEd courses. “May 10 was deadline for award of affiliation to BEd colleges but no college has been awarded affiliation as yet,” said an office bearer of Malwa Region Private Education College Association, which is a body of BEd colleges in the region.

The officer said the university violated the deadline even when it was reminded by the colleges many a time about the time-limit fixed by the apex court for the award of affiliation. Accepting a request by the National Council for Teacher Education, the Supreme Court has extended the deadline for granting recognition to teacher education courses for session 2016-17 till May 2.

As per a schedule issued by apex court on a petition, National Council for Technical Education should decide on denial or grant of recognition to a BEd college by March 3 whereas the universities should take a decision on affiliation status of the college by May 10.


The DAVV was supposed to decide on the affiliation status of nearly 55 BEd colleges under its wings by May 10 but the deadline passed with university remaining undecided over the issue.
“Forget deciding the affiliations, the university has not started the process for affiliation as yet,” a BEd college director said wishing anonymity.

Affiliation is a three-stage process. In the first stage, the DAVV constitutes committees that inspect colleges and submit its report to the university. In the second stage, the inspection reports are kept before standing committee, which makes recommendations to the executive council.

In the third stage, the executive council decides application of colleges for affiliation on the basis of the inspection reports and recommendation of standing committee. As per information, the university has not taken steps for even the first stage that is constitutions of committees for pre-affiliation inspections of BEd colleges. When contacted, director of college development council Sumant Katiyal said affiliation process will be completed soon.
