The Stormers are so angry at the performance of New Zealand referee Mike Fraser during their 15-9 home loss to the Chiefs on Sunday they intend to complain to Sanzaar.

Western Province Rugby Union's director of rugby Gert Smal told Netwerk24 he would take it up with the governing body.

"I'm not happy with the referee's performance. It wasn't good enough," Smal told Netwerk24.

Smal said he wanted to talk to refereeing boss Lyndon Bray, also a Kiwi. He had video footage to back up his case.

He did not say which aspects of Fraser's performance had upset the Stormers.

The Stormers were penalised at the scrums, and when they buckled under pressure the Chiefs were awarded a penalty try.

Smal called for neutral referees, as did former Springbok coach Nick Mallett.

Sanzaar allows an away team to have a referee from their own country.

Mallett felt Fraser helped the Chiefs. He too, pointed to the scrum penalties as a factor but had no issue with the penalty try.

Behind 6-5, it was a powerful scrum - a feature of the Chiefs' day - which saw them awarded the penalty try in the 65th minute, after repeated penalties against the Stormers' pack.

The penalty try came a week after the Chiefs conceding a vital automatic seven-pointer of their own in the loss to the Jaguares in Rotorua -- with Fraser officiating.
