Mr Parker will add that “European intelligence cooperation today is simply unrecognisable to what it looked like five years ago” as he urges for greater unity.

The Salisbury attack saw a military grade nerve agent used on both Sergei Skripal and his daughter will be described as "deliberate and targeted malign activity from Moscow" by the MI5 chief.

The Kremlin will also be accused of "flagrant breaches of international rules" in the speech where Mr Parker will also lambast its "aggressive and pernicious actions”.

Disinformation that followed the horrific attack in Salisbury will also be discussed by the MI5 boss.

He will condemn the Russian “propaganda machine” in attempting to spread a “fog of lies”.

The speech will be directed to the Counter Terrorism Group which is compromised of intelligence heads from 30 European security services.

He will also credit the international response to Salisbury following the strong response by Prime Minister Theresa May.

Russian diplomats were expelled from the UK following the incident and 28 European nations agreed to support Mrs May’s action.

In addition to the threat posed by Vladimir Putin, terrorism will also be highlighted by Mr Parker.

He will reveal that 12 terror plots have been foiled by UK authorities in little over a year.

Mr Parker will also issue a scathing warning that ISIS still wishes to inflict "devastating" and “more complex” attacks.

However the MI5 chief will express confidence to tackle impending threats in coordination with the UK’s “European partners”.

He will declare he is "confident about our ability to tackle these threats, because of the strength and resilience of our democratic systems, the resilience of our societies and the values we share with our European partners".
