Arfield will become the first signing under new boss Steven Gerrard, who officially starts work at the beginning of next month.
Arfield has agreed a four-year deal and completed his medical last month.
The midfielder has flown up to Glasgow from Burnley and will be confirmed as a Rangers player today.
It marks Rangers’ first move in the transfer market after finishing third in the Scottish Premiership.
Allan McGregor will follow as Rangers embark on a revamp to help battle Celtic.
Other names linked with moves to Ibrox include Martin Skrtel and Oliver McBurnie, while Express Sport understands Rangers scouts watched Glen Kamara over the weekend.
Gary McAllister, who will be Gerrard’s assistant in Glasgow, admits the defence needs addressing after watching the final day 5-5 draw with Hibs.
David Bates is leaving for Hamburg, Russell Martin will head back to Norwich and Bruno Alves’ future is uncertain - meaning Rangers only have Ross McCrorie, better in midfield, who can play at the back.
McAllister said: "When you watch the game and see a scoreline of 5-5 I think that kind of suggests what's wrong...
"But in fairness, there's a lot of positives there too. Going forward and scoring five goals away from home is good at least.
"Look, it's going to be a tough task.

"When I first sat down with Steven I saw the glint in his eye about the job of managing Rangers. I could see the hunger and desire and I'm exactly the same.
"We are going to go up to Glasgow and give it our best shot.
"I'm really, really excited about it and so is Steven. Rangers are a massive, massive club and it will be a great challenge for us.
"We've both enjoyed ourselves in Dubai and been treated magnificently, but the hard work starts now."
