ANDOAIN, Spain—Maite Pagazaurtundua visited this small town in Spain’s Basque Country region in February to commemorate the 2003 assassination of her brother by the militant separatist group ETA.
Two weeks later, hundreds of people gathered in Andoain to welcome the release from prison of two men involved in the killing of Joseba Pagazaurtundua, a local police chief, with cheers, a traditional Basque dance and bouquets of flowers.
