KEY ACTION Approved the Program Start-up Grants at a cost of $201,602.
DISCUSSION The expenses will be taken from the tipping fee fund budget line item. This plan has a budget of $250,000.
OTHER ACTION
n Adopted a motion to approve a maximum hourly rate for season worker/interns of $12 per hour.
n Approved the Policies and Procedure manual amendments as presented to the board.
n Approved a recycling container loan program. Eligibility includes community organizations, non-profits and government offices hosting/ sponsoring an event; there is no charge to borrow receptacles; however, there is a $50 fee if receptacles are significantly damaged or not returned (cost of cover replacement cost); recycling collection participants are required to properly recycle the collected materials and may deposit recyclables at a district public drop-off site at no cost.
n Heard host community clean-up grants were discontinued for yard waste grants to Jackson Township, Lawrence Township and Tuscarawas Township, all Stark County.
n Learned additional host community clean-up grants were issued to Chippewa Township, recycling site, (already approved), City of Dover and village of Dennison, each $2,500.
n Heard the Belden Brick Company Ohio Environmental Protection Agency Market Development grant was approved. The district administers the grant for $150,000. The project included a dry grinding attritor to size and condition various waste byproducts additives to the brick making process.
n Approved an amendment to the 2018 funding amounts for the Tuscarawas County Yard Waste Block grants as presented at $20,000.

n Tipping fee revenues increased 7.99 percent in 2018 from 2017 through the first quarter.
n Discussed site developments, modifications, and improvements to bins in Washington Township, Bolivar Giant Eagle, Newcomerstown, Mill Township and New Philadelphia Buehler’s store. Illegal dumping and overflowing bins and blowing litter onto neighboring properties was reported at Giant Eagle in Lawrence Township, Tuscarawas County.
n Other sites discussed for potential developments were Baughman Township, Smithville, and West Salem, and Chippewa Township and consolidation of 10 bin sites to one public drop-off, all in Wayne County.
n Upcoming events for Tuscarawas County are June 9- Dover Buehler’s and October 6- New Philadelphia Buehler’s (Household Hazardous waste collection).
