DENVER (AP) Colorado lawmakers have passed a bill to outlaw certain mom-and-pop gaming arcades.
The bill seeks to close a legal loophole that allowed the arcades to crop up outside the three cities authorized by voters to conduct legal gambling: Central City, Black Hawk and Cripple Creek.
House lawmakers voted 43-22 on Monday to send the bill to Gov. John Hickenlooper. The Senate had already passed the bill.
Arcade owners argued their establishments featured games of skill not chance for cash payouts and thus were not gambling.
