Officials’ tussle reaches L-G Anil Baijal’s door

Officials of DANICS and DASS lock horns over panel report on restructuring of the latter

The tussle between officials of the Delhi, Andaman and Nicobar Islands Civil Service (DANICS) and the Delhi Administration Subordinate Services (DASS) came to the fore in front of Lieutenant-Governor Anil Baijal on Monday.

The two sides took opposing stands before Mr. Baijal over the recommendations of a three-member committee regarding restructuring of the DASS. Hundreds of DASS officials staged a “silent protest” outside the L-G’s Secretariat demanding the implementation of the panel’s recommendations.

The DANICS officers’ association, however, has opposed the recommendations stating that the DASS wants to create a “parallel cadre” which was “illegal and unconstitutional”.

Government sources said that the three-member committee, headed by Delhi Finance Secretary S. N. Sahai, who was recently relieved of his charge as Finance Secretary, had submitted its report which advocated the restructuring of DASS.

In March, the Delhi Assembly had passed a government resolution seeking restructuring of DASS and Steno cadres within a month.

Delhi Government Employees Welfare Association’s general secretary Deepak Bharadwaj, who represents DASS, said that after the silent protest, a delegation of subordinate officers met the L-G and requested him to implement the recommendations, which include appointment of 600 additional and joint secretaries picked from existing DASS employees.

Efforts scuttled

“DANICS officers have always scuttled efforts to restructure DASS cadre. We staged a silent protest on Monday and our delegation met the L-G and demanded that the committee’s recommendations be implemented,” Mr. Bharadwaj said.

Later, a delegation of DANICS officers also met Mr. Baijal and gave a representation on their demands.

An office-bearer of the DANICS officers’ welfare association, who did not wish to be named, alleged that the committee did not give an opportunity to them to raise their issues.

“DASS wants to create a separate cadre for them in Delhi, which is illegal and unconstitutional. There are around 150 vacant posts in DANICS cadre, which can be filled with promotion of DASS employees, but it is not being done,” the official said.
