As part of the MoU, the will set up and manage the treatment facility in while the Government will provide land to the extent of 25 acres, free of cost.

The programme will be set up through a three-tier network of facilities with the Tata Trusts's proposed Centre at and Centre in Cuttack as apex centres.

A sum of Rs. 800 crores has been earmarked for executing and grounding the projects under the programme over a period of next five years. Of this, Government of Odisha's share will be Rs 500 crore, while have committed Rs 300 crore.
