Hry directs all depts to clear backlog in SC promotion cases

Haryana Government has directed all Departments, Boards, Corporations and Autonomous Units to clear the backlog in respect of promotions of Scheduled Castes in their respective Group C and D cadres in the state.

The departments have been asked to undertake an exercise to ascertain the backlog in respect of promotions of Scheduled Castes in their respective Group C and D cadres with effect from June 17, 1995 till date and clear the backlog in promotions, if any, at the earliest and within a period not exceeding four months from date of issue of these instructions, said an official spokesman

A letter in this regard was sent to all the departments from the Chief Secretary’s office on Friday.

It stated, “While implementing these instructions, it may be ensured that representation of Scheduled Caste employees should not exceed 20 per cent of the posts in the cadre at any point of time. The roster is to be followed up-to the number of posts in a particular cadre and replacement policy guidelines dated September 24, 2008 are also to be strictly followed.”

A Committee was constituted under the chairmanship of Anil Kumar, IAS to assess the backwardness and inadequacy of representation of Scheduled Castes employees in matters of promotions in the State Government services as on June 17, 1995.

This report has since been submitted. The State Government has considered the report of the Committee and decided to accept the same in respect of Group C and D posts, the letter added.
