Hry formulates Logistics and Warehousing Policy

The Manohar Lal Khattar Government in Haryana has come out with its draft Logistics and Warehousing Policy-2018 which seeks to provide strategic direction for the development of logistics industry in the State over the next five years.

The draft policy sets targets for the creation of at least five Integrated Logistics Parks across the state and Logistics Park and Warehousing Complex in every district, said an official spokesman.

The draft policy also sets out broad-based objectives for setting up state-of-the-art logistic facilities in the state with both backward and forward linkages as well as for enhancing the logistics and warehousing capacity. While executing and overseeing agencies would be set up, the policy contains provision for review and update every three years.

As per the policy, the state would set up a dedicated Logistic and Warehousing Facilitation Cell which would act as a converging body to monitor the progress of logistics and warehousing in the state. It would be responsible for facilitating ease-of-doing business and attracting private investments to the state, overseeing time-bound clearances, sanctioning special packages for logistic projects and approving any policy initiatives for activities such as container depot, freight forwarding and warehousing.

Apart from this, a special task force would be constituted for ensuring overall orderly development of logistics in the state. The task force would be responsible for creation and implementation of Logistics Master plan for the state with a dedicated road map for Kundli-Manesar-Palwal (KMP) expressway. It would be provided with statutory backing.

The units set up in logistics sector (integrated logistics park and logistics park) would be eligible for financial incentives. The incentives would be applicable for units, both existing and new, set up in the logistics sector. Financial assistance at the rate of 25 per cent of the eligible fixed capital investment up to a maximum of Rs 50 crore would be given in support infrastructure for developing supporting infrastructure in Logistics Park, the spokesman said.

Similarly, financial assistance at the rate of 25 per cent  of the eligible fixed capital investment up to a maximum of Rs 2.5 crore in support infrastructure would be given for developing truck terminals.

Under the policy, the conversion charges would be uniform throughout the state. Applicable lowest prevailing rate in the state would be considered for conversion charges for both industrial and commercial category.

Hundred per cent refund of stamp duty would be made on the purchase and  leasing of land for establishment of logistics park, including Industrial Estates developed by the HSIIDC and private developer in ‘D’ category blocks, 75 per cent  in ‘C’ category blocks and 50 per cent  in ‘A’, ‘B’ category blocks within five years. The incentive would be available for logistic park and ancillary logistic units, the spokesman added.

Any unit availing of similar benefits under any other Haryana Government scheme would not be eligible to avail assistance under the Logistics and Warehousing Policy for Haryana 2018.

The Department of Industries and Commerce would constitute a committee to review the impact of the policy every three years and to revise it to take into consideration the latest changes in the logistics sector.
