HC directs RMC to shift all Naharpara residents to makeshift camps

In a significant decision, the Chhattisgarh High Court on Tuesday termed the Jaundice Outbreak at Naharpara locality in Raipur a ‘disaster and  directed the Raipur Municipal Corporation (RMC) to temporarily shift the entire population of Naharpara locality to makeshift camps within 48 hours till sanitation is restored in the locality.

The division bench of Chief Justice T.B. Radhakrishnan and Justice Sharad Agrawal, in the petition of one Mukesh Dewangan ordered  RMC to make arrangement for temporarily shifting the entire population of Naharpara locality where Jaundice outbreak has occurred.

The petitioner had filed a case on April 2014 and the deaths due to Jaundice still prevail there, the court observed citing recent incidents of six deaths.

Notably, the petitioner Mukesh Dewangan had filed the case four years ago against RMC and State government while charging that their laxity had led to death of his wife.

Even after four years have passed, the deaths due to Jaundice continue in the locality and thus the RMC should make makeshift camps for the population of the affected area while arranging all the amenities with immediate effect, the court ordered.

The State Government and police would be responsible for the security of properties of the population residing in the locality till they reside in makeshift camps, it further ordered.
