Mumbai: Dinesh Kumar Jain, Indian Administrative Service (IAS) of 1983 batch became new chief secretary of the state. He took charge from outgoing CS Sumit Mullick on Monday in Mantralaya. Jain is from Rajasthan and born on January 25, 1959. He is completed Master in Technology (mechanical) and Master of Business Administration in overseas projects.
He became IAS in 1983 and joined Maharashtra cadre on August 25, 1983. He had served several key posts in Maharashtra government. Before elevated as CS, Jain was additional chief secretary (ACS) in finance department.

Meanwhile, though nobody is ready to speak on record, there are whispers among bureaucrats that the government has superseded senior bureaucrats while promoting Jain as CS. Medha Gadgil, ACS (relief and rehabilitation), SudhirKumar Srivastava, ACS (Home), Sunil Porwal, ACS (Industries) and metropolitan commissioner UPS Madan are senior to Jain.  An official said, Medha Gadgil was rejected though she was on top in seniority list of bureaucrats in the state, as she is wife of Anant Gadgil, senior congress leader and party spokesperson.
