Class 10 and 12 education is imparted in 25,896 schools (called ‘Intermediate Colleges’ in UP), some 2,100 of which are state government-run, and nearly 5,300 are privately-run but are government-aided and funded. The rest are run by private persons, and are called unaided (or SFS, or Self Financing Scheme) colleges, but are, in fact, largely dependent on MP/MLA local area development funds and government social sector schemes.
During a video-conference on January 30 this year, the Uttar Pradesh Chief Minister Yogi Adityanath had warned District Magistrates and District Inspectors of Schools (DIOS) that they would be held responsible if unfair means were used at centres in their jurisdictions.
UP CM's strict measures are similar to what happened in 1992 during the Kalyan Singh regime. He issued the so-called Nakal Adhyadesh, or anti-copying Ordinance, which made cheating a cognizable offence. Hundreds of students were detained after they were caught cheating, and the pass percentage crashed to 14.7 per cent for Class 10 and 30.4 per cent for Class 12, the lowest between 1991 and now.
Interestingly enough, the Uttar Pradesh Madhyamik Shiksha Parishad (UPMSP) made Aadhaar card mandatory for students appearing in class 10 and 12 board exams next year. Some reports, this year, claimed that Aadhaar is an important document and without it students will not be allowed to sit for the exam. However, later the Board secretary said that the rule is not mandatory.
About next year's exams, Deputy Chief Minister Dinesh Sharma has said Aadhaar card will be made compulsory for class 9 and class 11 students filling forms for the board examinations. It will help identify them and further check the menace of copying, he said.
As per reports, when the UP board conducted its first examination in 1923, a total of 5,744 students appeared including 5,655 high school and another 89 intermediate candidates. The UP board had conducted its exams through just 179 centres for high school and one centre for intermediate students.
The Board of High School and Intermediate Education Uttar Pradesh, which conducts Class 10 (High School) and Class 12 (Intermediate) exams in the state, is among the world’s largest in terms of the number of students. UP Board or Uttar Pradesh Madhyamik Shiksha Parishad (UPMSP) was set up in 1921. The board conducted its first public examination in 1923.

At least 136 FIRs were lodged during the examination period against candidates for including in use of unfair means besides invigilators and center superintendents for promoting copying.
UP govt had put in place strict security measures to keep a check on the copying mafia. In Mathura zone, prohibitory orders under section 144 were promulgated with a ban on outsiders within a periphery of 200 metres, and the entire district has been divided into three super zones, 7 zones and 27 sectors. While ADMs were in-charge of the super zones, SDMs and city magistrate had to look after the zones. Around 43 centres infamous for mass cheating were done away with and 1,13,654 candidates would take the examination in 153 centres across the district.
The results of Class 12th examinations, the evaluation of which started from March 17, will declared today.
In 2017, 26.54 lakh students, which also included 1.7 lakh private examinees, had registered for the Inter exams. Of this 20.83 lakh students were decalred pass with the girls outshining boys as they secured a higher pass percentage of 88.80. It was 11.64 per cent higher than boys.
UP board Class 12th students need to secure a minimum of 35 per cent in order to pass the exams. They also need to separately qualify in their practical examinations. In other words, for the high school students, the internal assessment marks include their overall performance in class tests and various other academic activities conducted by the school. These marks are added to the board exams marks and the final results are then declared.
In the intermediate or Class 12 exams, scores in practicals, sports and physical education at the school level are added with the final result. Then only the final results are prepared by the UPMSP.
