Macron Urges U.S. to Maintain Its Role as Global Defender of Democracy

In speech before Congress, France’s president emphasized positions that are at odds with those held by President Trump

WASHINGTON—French President Emmanuel Macron issued what he called an urgent plea to President Donald Trump and the U.S. to maintain its role as a global defender of democracy and human rights, warning American lawmakers of a “critical moment” in which international institutions could crumble.

“Both in the United States and Europe, we are living in a time of anger and fear,” Mr. Macron said in an address to a joint meeting Congress.
