Winnipeg police confident in Whiteout Street Party security in light of Toronto attack

Winnipeg police Insp. Dave Dalal, a Special Events Commander, said Tuesday police don’t want to discuss specific tactics, but they have safety measures in place to prevent situations like the one in Toronto Monday.
