A Harrington man has been charged with vehicular homicide and other offenses after driving a vehicle the wrong way on Del. 1, ending up in a crash in which one person died, according to Milford police.

Officers were called about 2:35 a.m. Tuesday to Del. 1 southbound just north of NE 10th St. for reports of a serious crash. One driver, identified by police as 56-year-old Jay C. Richardson, of Millsboro, was pronounced dead at the scene, said Detective Timothy Maloney, a spokesman for the department.

A passenger in the vehicle was airlifted to Christina Hospital and admitted with life-threatening injuries, Maloney said.

The driver of the other vehicle, 30-year-old Glenn M. Outten, was injured in the crash, but after being treated at Milford Memorial Hospital, he was charged with first-degree vehicular homicide, first-degree vehicular assault, driving under the influence, driving on the wrong side of the road and not having proof of insurance.

Police determined that Outten was driving a 2006 black Chevrolet Suburban north in the southbound lane of Del. 1 while approaching a 2016 white Ford Escape headed south on Del. 1, Maloney said.

The impact of the crash pushed the Ford Escape backward and into the center grass median, he said.

The Suburban spun and eventually stopped while facing a northeasterly direction near the crash, Maloney said. All drivers and occupants were wearing seat belts, police said.

The Delaware State Police Collision Reconstruction Unit, which is aiding Milford police in the investigation, closed Bay Road for about four hours while the crash was cleared.

Outten was taken into the custody of the state Department of Correction after failing to post $7,000 secured bail.
