Toronto Police chief: combination of training, restraint led to officer not shooting van attack suspect

Toronto Police Chief Mark Saunders told reporters Tuesday that a combination of training and restraint were responsible for the actions of a Toronto cop who did not open fire on the van attack suspect in the minutes following Monday’s deadly attack.
