Cyclist Lance Armstrong has agreed to pay the federal government $5 million to settle a lawsuit tied to his years competing professionally while sponsored by the U.S. Postal Service. In 2012 he was stripped of seven Tour de France titles and later admitted to using performance-enhancing drugs.
