A 26-year-old woman has been federally indicted for obstructing an investigation into the kidnapping and killing of a Glasgow woman who was found shot to death in Elkton, Maryland, in June 2017, according to court documents. 

No one has been charged with the June 6 kidnapping and killing, but Jaclyn McCain's indictment also links 28-year-old Keyonna Perkins' slaying to the shooting of 6-year-old JaShown Banner, which occurred on Wilmington's East Side that same day. 

That link, according to federal authorities, is Perkins' boyfriend, who was shot earlier that day near Perkins' Glasgow home. Later that afternoon, the boyfriend was in Wilmington when someone fired several shots at him — one which struck Banner in the head, gravely injuring the child. 

McCain has been charged with five counts of lying to FBI agents investigating Perkins' slaying. 

"The investigation into the circumstances surrounding the homicide and shootings that occurred on June 6, 2017, is a matter of critical importance to this office and our community," U.S. Attorney David Weiss said. "Witnesses to such events are expected to respond truthfully when questioned. The failure to do so will bring consequences. I want to thank the Federal Bureau of Investigation for their extraordinary and ongoing work on this case.”

From 7:30 a.m. to about 8 a.m. on June 6, McCain had been in phone contact with a man the court document only identifies as someone she had a "romantic relationship" with. The man, according to location data, had been near Perkins' apartment which was not far from the Four Seasons Plaza on Del. 896 near Glasgow. 

After one of those contacts, the indictment claims there was an Internet search on McCain's phone for "shoprite four seasons newark delaware."

Data location on McCain's phone then had her driving her mother's Hyundai Sonata to the Four Seasons Plaza, where prosecutors said she exchanged her vehicle for her paramour's Ford Explorer. A little after 8 a.m., video surveillance shows the Explorer leaving the shopping center and heading away from Perkins' apartment, while the Sonata exits the plaza and heads toward the victim's residence. 

Data location on McCain's phone had her miles away shortly after 8:20 a.m., while her paramour's phone showed him in the area of Perkins' apartment, according to the court document. 

A couple of hours later, surveillance video captured Perkins' Chevrolet Camaro leaving the area of her apartment. The Camaro ended up going to through the drive-thru of the McDonald's at 2351 Glasgow Ave., Glasgow, and returning to her apartment area shortly after 11 a.m. 

All this time, surveillance video captured the Sonata following the Camaro, court documents say. 

About 40 minutes after this, the Sonata leaves the apartment area and heads toward Del. 896, where shots were fired at Perkins' boyfriend who was walking along the roadway. The boyfriend was not hit. 

Around noon, surveillance video spots the Sonata in Maryland. This time, the Sonata is northbound on Delaware Avenue entering Elkton. 

About that time, shots are reported near Ross Street, which intersects with Delaware Avenue. Shortly after the gunfire, surveillance video captures the Sonata near Ross Street, but this time the car is southbound on Delaware Avenue driving away from Elkton. 

Perkins' body was found about 2 p.m. in the wooded area near Ross Street. 

About 30 minutes later, Perkins' boyfriend is shot at again from a moving vehicle — this time while he was at the corner of Sixth and Spruce streets in Wilmington. While bullets missed him, they struck Banner in the face. The boy had been a passenger in his mother's SUV which had stopped so the boyfriend could cross the street.

The boy's condition remains unknown at this time. 

Police initially charged 41-year-old Chelsea Outlaw with attempted murder on June 8. But five days later, the charges were dropped. Outlaw's release occurred more than 24 hours after another man, 32-year-old Michael D. Pritchett, was indicted by a Superior Court grand jury on attempted murder charges in the same case. Pritchett's trial is scheduled for early June.

Pritchett's indictment is not clear whether he is accused of being a shooter or a co-conspirator.

When FBI agents questioned McCain on July 3 and asked her if she'd let someone else drive her mother's Sonata, she initially said, "no," then followed up with, "I mean, not that I ... can remember anything," according to court documents. In follow-up questions, prosecutors said McCain continued to deny lending the car to anyone, even saying "nobody (outside of her family) had access to her (mother's) car."

A search of her phone found that three days following the discovery of Perkins' body, an Internet search had been done on her phone, including "arrests in elkton maryland homicide" and "woman found dead in elkton," according to the court document. 

The investigation is ongoing and police from Delaware State, Wilmington, New Castle County and Elkton are working with agents from the Bureau of Alcohol, Tobacco, Firearms, and Explosives and FBI.
