After women protest, man held for flashing at them

It took 15 women to stage a protest to get a serial sexual offender arrested. As per the claims of the women, all residents of Rajouri Garden, the man used to ring their door bells and masturbate and often remove his pants.

While the first written complaint was submitted by the group of women on April 2, the local police did not take cognisance of the complaint for over a week. Fed up of this man's behaviour, the women held a protest outside the Rajouri Garden police station to register an FIR. The police then too did not add strict sections and instead added name of another man in the FIR. It was only when these women approached the senior police officers at the Police Headquarters that the accused was caught on Monday.

The 54-year old man has been arrested by the Rajouri Garden police station for masturbating at 15 women on different occasions in the area. Police on Monday said that they have arrested the pervert identified as Sunil Suri, who works as a property dealer.

A senior police officer said that the accused used to drink at night and stand on the road and indulge in inappropriate activities.

 On the other hand, he used to ring the door bell of these women. If the women came out to open the door, he used to flash his penis while if the man of the house came, he used to run away.

The victims alleged that since the accused is a property dealer and is well connected to the senior officers of the West police district, the police initially did not take any action.

The first time, we went to the police station, we were asked to go back home. We asked the concerned police staff to take down our written complaint but in vain. They registered a case under section 509 of the IPC,

 It was only when the senior police officers intervened on Monday that an FIR under section 554A of the IPC was registered at the Rajouri Garden police station.

"The women claimed that the accused, Sunil used to often park his car on the road and drink with his friend. He used to often pass lewd comments on the women passing by and there have been instances where he removed his pants altogether," said the police officer.

Three days ago, Delhi Police had arrested a Taekwondo teacher for flashing and masturbating in front of two women in Vasant Kunj last week

Within a span of 30 minutes, Sandeep Chauhan targeted the women living in the same building. In the earlier instance, a woman had jumped off her second-floor house as Chauhan barged into her house and started masturbating in front of her.

The police got to know about Thursday's incidents after one of the women filed a complaint. While scanning the CCTV footage of the colony, the police noticed Chauhan making rounds of the area for over half an hour before heading towards the first survivor's ground-floor house. He kept roaming around the house till he noticed the woman in her balcony.
