Employment exchange NOC to be must for pvt sector recruitment

Labour and Employment Minister Rohan Khaunte on Monday said that the state government will bring the required amendment to the Employment Exchanges (compulsory notification of vacancies) Act, 1959 to make it mandatory for the private firms to obtain no objection certificate (NOC) from the employment exchange for recruitment purpose. He said that the work has been already started on the lines of Karnataka model.

Addressing media after launching online services www.goaonline.gov.in for the department of labour and employment at the Secretariat on Monday, the minister said that the government will soon issue a notification making employment exchange the nodal agency wherein the private companies will have to furnish details and obtain NOC before recruiting manpower.

“As per the Supreme Court guidelines, the state cannot stop anybody (private firms) from recruiting people from outside the state. But at the same time, it is the moral responsibility of every entrepreneur who sets up shop in the state to recruit local youth in their firms. As of now, there was no accountability on the recruitments by private companies. But henceforth, they have to take permission from the labour and employment department before the advertisement of posts,” Khaunte said.

In view of the participation of private firms from Goa in a job fair in the neighbouring state of Maharashtra, the state government has taken various steps to ensure employment to the local youth in the private sector.

The minister said that the government has issued show-cause notices to 22 private firms, which had participated in a job fair in Sawantwadi in the neighbouring state last week. The government has sought a reply from them within seven days.

He also announced that the government will introduce a voluntary placement scheme to tackle unemployment issue in the state, wherein Goan youth will be recruited in private firms for training. “Private firms will provide them training of skill upgradation and under the scheme, the government will provide support including allowances. After one or two years, the company may retain them or they can get

skilled job in other places,” he said, informing that an attempt will also be made for recruitment at the campus level.

The Labour Minister further said that the government will soon hold 2-3 job fairs in the mining belt, adding that the department will hold meeting with HR managers of all the private companies in the state by the end of April to discuss all employment-related issues.

Stating that the state government is committed to tackle unemployment issue in the state, Khaunte informed that 40 per cent data of unemployed youth has been collected by the department and it will take another 3-4 months to get final data about the unemployment scenario.

Meanwhile, the online portal launched by the minister has covered 11 services related to the labour department in order to improve the efficiency, accuracy and make application processing methodology transparent with minimum human intervention. These services includes registration and renewal of shops and establishment, issuing licences and renewal for contractors to employ contract labour, registration and renewal of motor transport, registration under building and other construction workers etc. Under online system, public need not visit the department to apply for new registration or renewals.
