Hamilton has finished second, third and fourth in the opening three races of the season with Ferrari rival Sebastian Vettel winning two of them.
The German finished down in eighth in China at the weekend but Hamilton still remains nine points adrift in the driver standings.
More worryingly for Hamilton though was his mood after being well off the pace all weekend in the Chinese Grand Prix.
The 33-year-old looked downbeat when he admitted winning a fifth world title will be “very tough”.
And Rosberg claims his former team-mate struggles to regain confidence when going through a bad patch of form.
"Lewis is out of shape!" Rosberg said on RTL.
"There is a completely helpless Lewis Hamilton, who then a bit loses motivation, if he feels that it just does not work.”

He added: ”Lewis is not in form but he's always had such phases.
"If he's not confident, he starts to think and he makes mistakes.
“I’m curious to see if he comes back in Baku."
