State Information Commissioner Hafiz Usman issued a notice to Uttar Pradesh Public Service Commission (UPPSC) asking the body to immediately provide details of action taken against former Principal of Guru Govind Singh Sports College in Lucknow, Anil Kumar Banudha and sought to know why unnecessary delay was made.
Banudha faced charges of irregularities and after a thorough enquiry, he was also found guilty after which departmental action was recommended against him along with recovery of cash losses incurred by the government.
The SIC said in Lucknow on Wednesday that finding that action against Banudha was unnecessarily delayed, he issued notice to the UPPSC and sought a detailed report as to why action was not been taken so far. He aid that it was interesting and show the double standard adopted by Sports Directorate that when in the same case, a junior officer was already punished, Banudha managed to evade punishment.
Usman said that besides departmental proceedings, a cash recovery notice of Rs 24.21 lakh was also made against Banudha but so far nothing was realised from his salary or other government benefits.
The SIC said that from accountant Ravikant Saksena, who was also found guilty along with Banudha, the Sports Directorate has already recovered Rs 4.54 lakh after his retirement. Usman said that if the UPPSC did not take any action then he would imposed cash fine for the delay on officers concerned. Banudha, who so far managed to evade punishment despite being held guilty in enquiry conducted by Sports Director, RP Singh was asked to pay the losses incurred to the department and permission was sought from the UPPSC to stop his increment and asked to initiate departmental proceedings against him. Action was also recommended as two separate inquires had already exposed that how officials at Sports College in Lucknow were indulging in corruption and openly violating norms. From gross irregularities in appointment of staff and teachers, giving them promotions against norms, admitting more students than sanctioned, siphoning of huge sums through collection of fees or in the name of forwarding government sops to students, every possible irregularity was found at Guru Govind Singh Sports College in Lucknow, once known for producing international players. These sensational facts surfaced through an inquiry conducted by RP Singh on recommendation of SIC, Hafiz Usman.
