The Cabinet on Tuesday passed Jharkhand Divyang Rights Rules-2018 defining the entire gamut of facilities for the physically challenged persons.
Informing about the decision, Cabinet Secretary SKG Rahate said that the step has been taken to comply with the Centre’s provision already in place by the Law and Justice Ministry in 2016.
“Whole idea behind the exercise is to provide unrestricted accessibility to divyangs at every level in society, be it opportunity in jobs, certification and safeguards from atrocities etc.
Provisions have been made to empower the State Disability Commissioner to act against any discrimination taking place. Besides, every department would show appointment and vacancies existing for divyangs ,” said the official.
In another related step the Government decided to rope in Kolkata-based National Institute for Locomotor Disabilities to run a Composite Regional Centre for divyangs in the State. “The CRC would work for rehabilitation of divyangs and their special education. Three acres of land at Dubalia in Kanke has been allotted free to the institute for setting up the CRC,” said Rahate.
The Cabinet, in another decision, also amended the criteria which restricted students completing their polytechnic or engineering degrees from the engineering colleges outside the State. “Now all such students belonging to the State who have got their degrees from AICTE approved colleges even from outside the State would be eligible for applying for JEs in various posts of Urban Development Department. Also, now even privately run polytechnic colleges of the State can be set up as examination centres for engineering exams,” he said.
In another step, the Cabinet modified some provisions made in the CM Jan Van Scheme, launched on June 5, 2015. “The amendments have been done to encourage people to do plantation. The benefits can be taken on minimum even .5 acre of land which was one acre earlier. Also, in the place of 50 per cent of cost given as grant, now it can be up to 75 per cent,” he added. Cabinet, to electrify remaining 19.28 L un-connected households, has approved Rs 885.12 cr. Also, under the Ranchi Smart City a GIS based electricity sub-station on the HEC land of 220/33 kv would be set up along with underground cabling of transmission lines at cost of Rs 243.20 cr.
