Principal Tax-Savings fund is a good fund. You may invest in it. Coming to your second question, in Gold ETF, whether they are traded at a premium or discount depends on the number of investors who want to buy or sell it. The reason why it is on discount is precisely because usually there are more number of sellers than buyers. Also, Gold ETF is not traded at the NAV because of the same reason.
