With nearly 20 years of professional experience, Ms. Bellamy has served as an administrative law judge with the Social Security Administration since 2016, having been an attorney advisor with the bureau since 2009. In these positions, she interacts constructively with federal officials, representatives of professional organizations, and the public sector while conducting formal hearings. Ms. Bellamy is known for making timely and effective decisions while ruling on preliminary motions, conducting pre-hearing conferences, issuing subpoenas, controlling hearings, reviewing briefs, and preparing and issuing initial or recommended decisions, along with written findings of fact and conclusions of law therein. In the 2017 fiscal year, Ms. Bellamy disposed 227 cases while assigned to the Office of Disability Adjudication and Review (ODAR), now the Office of Hearing Operations (OHO) in Sioux Falls, South Dakota.
Prior to joining the Social Security Administration, Ms. Bellamy worked as a special deputy commissioner with the North Carolina Industrial Commission from 2007 to 2009, having been a legal specialist with the organization since 2005. Earlier in her career, she served as a judicial clerk with the North Carolina Court of Appeals from 2001 to 2005, and as a magistrate judge with the Brunswick County Courthouse.
Driven by a desire to help others, Ms. Bellamy initially intended to pursue a career as a social worker. She attended the University of North Carolina at Chapel Hill, where she received a Bachelor of Arts in sociology in 1997. While completing postgraduate coursework at the University of Iowa School of Social Work, she was selected for three-year legal opportunity fellowship that covered tuition costs and fees, and she earned a Juris Doctor in 2000.
Ms. Bellamy has been admitted to practice in Georgia and North Carolina, as well as before the United States Court of Appeals for the Fourth and Eleventh Circuits, United States District Courts for the Western, Middle, and Eastern Districts of North Carolina, the United States Court of Appeals for the District of Columbia Circuit, the United States Court of Appeals for the Federal Circuit, the United States Court of Appeals for Veterans Claims, and the Supreme Court of the United States. Ms. Bellamy is a member of the American Bar Association, North Carolina Association of Black Lawyers, and the Wake County Bar Association.
A respected voice in the legal community, Ms. Bellamy has authored numerous works in her areas of focus. Her most recent publications include "Guide for Preparing Forms 21, 26 & 26A & Second-Tier Review" which was published by the Deputy Commissioner Section of the North Carolina Industrial Commission, as well as "The 'Automatic Companion' Rule and Its Unconstitutional Application to the Frisk of Car Passengers," which was published in the American Journal of Criminal Law.
One of the greatest highlights of Ms. Bellamy's career occurred during a case she handled in 2015. After making a discovery regarding back pay for disabilities, she was successful in securing the payment her client was owed. Ms. Bellamy takes great pride in this victory, which was awarded by an adjudicator who was well known for denying the kinds of reviews she was seeking. As Ms. Bellamy moves forward with her career, she will consider transitioning into a teaching or mentorship role. She hopes to educate the next generation of lawyers through passing on her knowledge and experience in her fields of practice.
