Order in wake of reports of Class 9 students being denied promotion

Cracking down on private schools in the wake of reports of students in Class 9 being denied promotion and given transfer certificate (TC), the Central Board of Secondary Education (CBSE) regional office here has directed that no school in the region should issue TC to a student on account of his/her failing or performing poorly in Class 9.

TC should be given only after receipt of written request from parents, the CBSE order says.

Directive

CBSE Regional Officer Tarun Kumar has asked schools to observe pass percentage of 33%, including the marks for internal assessment/practical/notebook and the final theory examination.

Students will not be required to have 33% marks in the theory examination alone to pass.

Students should be given benefit of replacement in respect of NSQF subjects, as given the CBSE in Class 10. School management can decide the number of subjects/attempts to be given for compartment, it says.

Though retest, aka compartment, is usually allowed once for two subjects, schools may now decide on more than one so that candidates get chance to improve.

The order will be applicable to Class 9 students of the 2017-18 session.
