L-G’s reasons are smokescreens, says AAP govt

‘His office has chosen not to mention that many files belong to transferred subjects’

The reasons, including procedural irregularity and lack of due diligence, given by Raj Niwas through a statement on Thursday for returning files to the elected government were a “smokescreen”, the Delhi government said.

Reacting to a statement by Lieutenant-Governor Anil Baijal’s office, the government said in a statement that Raj Niwas had said 10,000 files had been received and only 3% had been returned. The government said that the L-G office had “chosen not to mention that a large majority of the files received in his office belong to transferred subjects”, including police, land and services. “In fact 50% of all files received in the Office of the Hon’ble LG are parole files. Therefore, by giving a 3% number, the Office of the Hon’ble LG is trying to mask the reality of the files delayed by his office. [sic]” the government said.

Referring to Raj Niwas’ reasons for returning files, the government said they were smokescreens. For instance, in the case of setting up the Delhi Healthcare Corporation Ltd., the L-G wrote “I am not sure that this is such a good idea. CS/Health Secretary may discuss with me at their convenience”, the government said, adding that it seemed to be matter of “whims and fancies” and not procedural irregularity or lack of due diligence.
