The Russian national had planned to travel to Britain to take Sergei's daughter Yulia back to their home country.
Mr Skripal and his 33-year-old daughter Yulia are being treated in an English hospital after being found unconscious on March 4 on a public bench in Salisbury after an attack with a nerve agent, but both are recovering and are no longer in critical condition.
A Home Office spokesman said: "We have refused a visitor visa application from Viktoria Skripal on the grounds that her application did not comply with the Immigration Rules."The news comes after a Russian TV station broadcast a conversation between a recovering Yulia Skripal and her cousin Viktoria on Wednesday evening, in which she said her and her father’s health was improving.
