BATH   As Gov. Paul LePage signed off on a $45 million tax credit for Bath Iron Works, the shipyard’s largest union is blasting the company for laying off workers.  In the months leading up to the bill becoming law, BIW has announced two separate layoffs — 57 electricians in February and 31 painters in April.
