Printing of pattadar passbooks to begin soon

They will contain several tamper-proof security features

The printing of security feature oriented pattadar passbooks is finally set to take off.

The State government has entrusted the task of printing the passbooks to eight agencies selected for printing 57.73 lakh passbooks. The pattadar passbooks would contain several security features making them tamper-proof.

The passbooks are being planned in such a way that each farmer will be given a unique 13-digit identity which gives the precise location of the land in villages along with the details of the owners.

The pattadar passbook printing had been delayed after the government’s agreement with the Security Printing Press failed to make headway due to technical reasons. As a result, the March 11 deadline set for the distribution of the passbooks across the State at one go lapsed necessitating the government to call for fresh tenders. Eight companies submitted their bids in the fresh tenders called for printing and delivery of the passbooks on March 2, the final day for submission of the bids. After signing the letters of intent with the selected firms, the government had ordered that the process should commence with collection of village-wise data after obtaining the digital signature of the tahsildar concerned and the Telangana State Technology Services on its part would create static IP with hash values for each agency for sharing the data.

The TSTS would provide the village-wise data to the printers after obtaining approval from the Joint Collector concerned and directions had been issued to the authorities concerned that in no circumstances, data other than that allocated to the agency should be shared with it.

The printing agencies in turn would share the data with the MeeSeva teams through web service to validate the data and they would print the passbooks-cum-title deeds of records with the status ‘true’.The district revenue officers had been designated as nodal officers to look after the entire printing of passbooks in their respective districts and the agencies should make arrangements to hand over the printed books to the Collectors concerned.

The government had also nominated liaison officers for verifying the process and they should randomly pick up seven passbooks out of every one lakh printed for quality check.
