Convene Assembly to debate CAG report: Cong.

The Congress party has urged the State government to convene an emergency session of Assembly and Council to discuss the Comptroller and Auditor General (CAG) report.

TPCC president N. Uttam Kumar Reddy and legislative party leader K. Jana Reddy said Chief Minister K. Chandrasekhar Rao should own moral responsibility and step down for misleading people.

Mr. Uttam Kumar Reddy made a PowerPoint presentation of CAG report and the budget presented by the TRS government. He explained in detail how the government inflated numbers to mislead people and government agencies.

The allocation was different from what was actually spent. “At every step, this government duped people. It promised heaven on earth while on the ground nothing has been achieved,” he said.

The State government took more loans, which will only burden the State in future. By showing the manipulated figures, the State managed to extend the fiscal responsibility budget management limit to ₹3.5% from ₹3%. By showing manipulated figures, in 2016 -17, the State managed to increase it to 4.3% currently.

If the ₹2,500 crore taken from HUDCO and Hyderabad metro water works, the FRBM can be increased to 4.7%, this is completely irresponsible, Mr. Reddy said.

“Currently, the State has a loan of ₹2.21 lakh crore. While the outstanding loans are ₹1.80 lakh crore, the outstanding guarantees are ₹41,000 crore.

Each district shares a burden of ₹7,000 crore, each mandal ₹370 crore, each village ₹21 crore, each family ₹2.65 lakh and each individual has a burden of ₹ 63,142,” Mr.Reddy said.

Describing Mission Bhagiratha as big scandal, the Congress leader said the government in its four-year rule only managed to make tall promises and show poor performance on all counts.

“Mr. Rao should be prosecuted for irresponsibility and so also the officers who are involved in preparation of State budget. Cases under the IPC Section 409 for criminal breach of trust should be booked,” Mr. Reddy said.

He later left for Narasampet to address a public meeting as part of his Praja Chaitanya bus yatra.
