In a bid to ensure transparency, accountability and cashless transactions, Gurugram Metropolitan Development Authority (GMDA) has launched online service for grant of permission for change of land use (CLU) under the Punjab Scheduled Roads and Controlled Areas, Restriction of Unregulated Development Act, 1963.

The powers of Director, Town and Country Planning, earlier exercised under the Act, had now been vested in the Chief Executive Officer vide notification dated  February 26, 2018, said an official spokesman.

Besides launching on-line system for grant of permission for CLUs, GMDA is also digitising all legacy files of DTCP to create on-line record of past CLUs granted, said he.

The spokesman said, “Under the new system, the user will have to log in and register himself by giving his credentials, location and make online payment. This facility will be paperless from beginning to end. The applicant will be able to monitor his file movement on daily basis and the department can also check pendency every day on the dashboard.”

There is also provision for communicating with the concerned officer via electronic SMS in case of any pendency, he added.

In order to assist the applicants, the website provides instructions and guidance for filling and submitting application file, procedure for examining the case, check list of required documents, CLU user manual and specimen of filled CLU form. The system can be accessed through the online services tab after creating user ID and password on GMDA website, the spokesman added.

On similar lines, GMDA will shortly provide online service for approval of building plan and occupation certificate. Established for integrated and coordinated development of Gurugram Metropolitan Area, GMDA is mandated to ensure transparency and adopt information technology while exercising its powers and discharge of duties, he said.
