The Leader of Opposition in Punjab Vidhan Sabha Sukhpal Singh Khaira on Monday demanded from the Speaker Rana KP Singh to issue notice of breach of privilege of the House to the Chief Minister Capt Amarinder Singh “for sharing live proceedings of Vidhan Sabha on his Facebook page”.
Aam Aadmi Party MLA, Khaira, has written to the Speaker demanding action against the Chief Minister substantiating his demand while sharing “two clips of Capt Amarinder’s live speech” delivered during the recently-concluded budget session.
“Capt Amarinder has shared two clips of his live speech in the just-concluded Budget session of the Vidhan Sabha. The said clips are part of his speech delivered to conclude the discussions on the Governor’s address on March 27, 2018,” said Khaira in his letter to Rana KP.
He underlined that no proceedings, what-so-ever, that take place inside the Vidhan Sabha can be shared or shown on social media, as per rules of procedure and conduct of business in Punjab Vidhan Sabha.
“I and Simarjeet Singh Bains are facing breach of privilege notices, although we never shared live proceedings of the House on our respective Facebook pages. In my case, I had shared a clip on my Facebook page, when the House had been adjourned after ruckus last year. I never shared or showed live proceedings of the assembly, yet I was issued privilege notice,” he pointed.
He added, “Similarly, Simarjeet Singh Bains MLA shared on his page an audio recording of the Vidhan Sabha proceedings, which was recorded from one of the audio speakers that relay proceedings in the canteen area as well as party offices of AAP, LIP, SAD-BJP and the Congress.”
But in the current case, Capt Amarinder has shared the two clips of his live speech on his Facebook page “which amounts to clear cut breach of privilege by him”, said Khaira.
Khaira said that his party stand for live coverage ofthe Vidhan Sabha proceedings on the pattern of Lok Sabhaand Rajya Sabha and also many State Vidhan Sabha’s including Delhi.
