PARIS—President Emmanuel Macron on Tuesday faced paralyzing transportation and utility strikes across France as workers and students protested his plans to overhaul the public sector.

Trains ground to a halt and waste treatment plants were blockaded in a nationwide protest dubbed “Black Tuesday.” Over the next three months, the rail strikes are slated to affect two out of every five working days.
